• Organize the landless poor into strong groups and community organizations through social mobilization and community development activities.
• Build their organizational, professional and leadership capacity and unite them to gain access to common property resources like ponds, dighis & rivers for fisheries and livestock resources for dairy development activities.
• Establish community control over the resources through democratic process and self governance.
• Assist the community organizations in planning and implementing their programmes to protect & secure their social and livelihood rights.
• Assist the communities to develop their communication, negotiation and bargaining skills.
• Provide the beneficiaries/village group members with all types of inputs and training related to fisheries, livestock and dairy development activities.
• Empower the community centers to run their affairs by themselves.
• Provide technological innovations and technology packages to the farmers on all related fields.

Establish models for integrated fish and livestock farming systems for replication to other areas of Bangladesh.
